It is a convention from CRT TV days when tubes were round. Diagonal measurement is simpler than listing width and height separately, and it stuck.
Not necessarily. PPI matters more than size. A 27" 4K monitor (163 PPI) is sharper than a 55" 4K TV (80 PPI) at the same viewing distance.

Diagonal = √(Width² + Height²). For a given diagonal and aspect ratio (w:h): Width = Diagonal × w / √(w² + h²). Height = Diagonal × h / √(w² + h²).
A 27" monitor at 16:9: Width = 23.5", Height = 13.2". A 65" TV at 16:9: Width = 56.7", Height = 31.9".
Viewing distance: 1.5-2.5× the diagonal for TVs. For desk monitors: 24-27" at arm's length. Ultrawide (21:9) monitors are great for productivity — equivalent to two smaller screens side by side.
